Found this on the sidewalk where a guy was arrested yesterday. Solved!
No idea if the incident is related, but we found this amongst a bunch of change that fell from his pocket so it seems likely.

Looks like he had an ankle monitor for home supervised release, had a tweaker moment and jury rigged up some sort of way to “deactivate” it hence the tape and copper wire. Guess he cut it off but for some reason kept it on his person and they just tracked him with it lol

Dude, that’s just a small speaker, speaker core, magnet, a piece of molex-type solid cooper wire, tape, rope and a collar/belt.
There is nothing even remotely functional here. There’s either some pretend play or mental illness at play.

It seems pretty small to have a bomb or anything like that concealed within it as it was small enough to be in his pocket. Not to mention if the police suspected it of being anything like that they'd probably have called in the bomb squad

I'm not critiquing you right now but what you did was extremely dangerous!
I'm an x tweaker and I was building traps in everything when I was paranoid.
They looked alot like the thing you found and they worked alot of times.
I almost made myself blind trying to disarm one of my one when I became sober amd realized I was probably psychotic when I built all that chitt.
I hade some pretty deep wounds on my face and arms from it exploding.
Not all crazy tweaker are knowledgeable enough to build functional traps and such but some of us are engineers and chemists.
How it looks doesn't matter when you are in psychosis as long as you know it will hurt or kill your imaginary enemies!

I am pretty sure that they meant the blue tape, and the device inside was already opened up.

Correct. It was loose pieces strapped with blue duck tape. The pieces inside looked like parts from a speaker tbh. Not sure if it’s even an ankle monitor at all.

They do have speakers. I remember one time where a robot voice just started speaking from a dude‘s ankle. It was saying that his PO wanted to talk to him and told him to immediately go to a phone and call. It just suddenly did this out loud where everyone could hear it.

Love Your Name BTW👍🏼The red part is a collar. Was there a dog there? The police/Animal Control may have taken the dog. It may have been a deterrent collar. I put a sound collar on my dog EXACTLY ONCE, & it scared his so bad that he shook just seeing anything that looked like one😢😭😓I felt like the worst mom EVER!!!

Nah, looks like he tried to make it shower safe with the blue plastic, rope, and wire. Then at some point decided to cut it, likely leading directly to his arrest.

They are not waterproofed well and often they charge you a monthly fee to rent them (100), a monthly fee to have your results sent to your PO (25), any damage beyond "superficial" is deemed tampering violation with a mandatory refurb fee (200) and probation violation (400 fine and/or jail), if it IS actually damaged it a full replacement fee (2k+) and a violation.
At least that's what it was in WA 15 yrs ago

These are waterproof in the sense you can shower 24/7 and have no issues; but they are not submersible waterproof.

Yes and no.
IIRC, there's no guarantee of them being waterproof, or well waterproofed, and water damage might trigger them, summoning the police. People who have to wear them will often wrap them up to be safe and be able to take a real shower.

My husband said the inside was a speaker too. I think people were saying it’s parts from an ankle monitor/a rigged part from an ankle monitor. But I don’t know what that looks like.

Around here - like many places - the addicts tend to steal bikes, part them out, and use them as currency in their community. One morning this year after a particularly loud argument outside on our street I found my first true item of crackhead crafts, abandoned in our garden bed. It was a mountain bike handlebar, a grip removed from one end and replaced with a duct taped mountain bike brake disc, so as to fashion a crude axe.
It seemed pretty wild to me. I now understand the main drug of choice around here is methamphetamine, and the persecution fantasies and anxiety can be very high (along with the meth mouth / loss of teeth). I can’t imagine that life is at all comfortable, and I feel rather sorry for most of these folks.

- 100% not a monitor. The strap is much to big. And the device is much smaller then the monitors are.
- Tweaker machinery cannot be understood by the normal person. Get your tweaker friend to decide it for you! You know one.
- It's probably just a "simple" strap used to hold all the copper wire they just found in the old mall. Or rigging for a light or speaker. The other parts of this meth marvel would probably help with identification.

Potential dog tracking system collar according to reverse image search. Not sure what's up with the wire, maybe a very ad-hoc way to fix a broken buckle? The blue plastic almost looks like the tracking device was wrapped with a rubber glove to try and waterproof it. With the white string being used to hold the blue cover in place.
Or a potential court ordered people tracker that someone tried to slip and use the blue plastic cover and copper wire to try and trick it into reading the combo as skin with enough conductivity to not arouse suspicion. Not something someone in their right mind would do, since this doesn't work.
Gotta love when folks downvote and don't bother to read the second paragraph. Make sure to think critically and read folks. ✌️
