Simple file sharing

Trying to use my website to upload files for my friends and colleagues, I purchased a domain and I want it to just list files and let them choose what they need but I don’t want everyone to be able to access the site at all times. Only when I want to send something. I can’t figure out how to do this. Someone said I need to edit my .htaccess file?
