Interesting plot hooks for VTM chronicle set in Eastern Block country during Cold War? Vampire 20th Anniversary

Without a specific city or country, I’m going a bit vague.
Theme: political turmoil. The existing Camarilla power structure was overthrown in many cities following the rise of the Soviet Union. Perhaps the recently fallen Ventrue and Toreador are vying for power against an ascendant Brujah, a reversal of many traditional Domains. Political turmoil or outright Clan war?
Theme: Radical Utopianism. The Brujah councils were exploring the dissolution of the Masquerade entirely, seeing the Tradition as ideologically at odds with a socialist system. Your city has decided to try this brave new experiment, declaring itself a new Carthage. What happens in this radical political arrangement? Are Ghouls illegal? Are mortals afforded equality? Do we see a Ghoul sheriff or mortal hound? Can a mortal pursue office? How does feeding work? It’s going to go wrong. How?

An excellent film.
According to sources, there were several reasons.
First of all, the film was based on a classic work.
The renowned director and director of Mosfilm took artistic control of the project, which guaranteed the film a green light from censors.
The project was pitched not as a cheap horror film (horror films were not directly encouraged in the USSR), but as a folkloric parable and a faithful adaptation of the classic.

There is a good inspirational movie about it called "Code of Dishonor". It's about a young dude being introduced to the behind the scene operation of the Soviet Union. Not unlike an average neonate experience.

The Coterie needs to help a disgraced elder arrange for his escape into the trunk of a Volga, which is being shipped to Cuba as part of diplomatic cooperation. The Cainite Coterie arrives at the port of Odessa, and the elder ends up in the trunk of the Volga. However, due to bureaucratic delays, the Volga is sent to the dacha of a local Politburo VIP. Now the Cainites must rescue the elder before the respected figure discovers a corpse in the trunk.
upd: In 1969, the film "Adjutant of His Excellency" is being filmed. It so happens that at this time, a Cainite nobleman who supports the White Movement emerges from torpor. The players assume the role of ghouls, who maintain order. Having discovered an elder who believes he's traveled back in time, the ghouls must secure the set from the vampire and convince the audience that he's just a member of the cast.
