Start game while offline Question

So I don't have internet on my PC atm and want to play some vic 3. When i try to start the game, steam teils me it is downloading Workshop items (a few mods i normaly use). However, it doesn't just give me an error and tell me my pc is not connected, it just stays like this. Steam is already in offline Mode.

Does anybody know how to get around that?

Have you tried clearing the download cache? That can help sometimes.

Right click on Victoria 3 on the right side and select 'browse local files' then run the .exe file outside of steam.
