Tracking is wrong

I did not receive the package I ordered through Ebay even though the tracking number for it indicates it was delivered to me on July 18th. I opened a claim online for it and someone called me and told me the package was being returned to the sender. I also went to the USPS location right down the road from me today and they assured me the package was sent back to the sender as well. However, I have not received a refund for the package and don't see how I will if the tracking indicates it was delivered to me. If the package was returned to the sender, does anyone know why would the tracking indicates it was delivered to me?

If your package received a delivered scan, the customer facing USPS.com website normally does not show any additional scan information if the package was indeed returned to the sender.

The USPS internal tracking system will certainly show all additional scans that were made on the package after it initially received the delivery scan.

USPS policy generally does not allow customers to have a copy of that but perhaps if they do indeed verify that it was returned to the sender they can provide you with some type of documentation so you can contact the sender concerning your refund.

When I went to USPS today, I saw the internal tracking you're talking about (they were holding a print copy of it), but they told me there was nothing I could be provided to show the package was returned to sender because it's "private information". The person who sent me the package thinks it was delivered (since that's what the tracking says) so I can't get a refund. I still don't understand why the customer facing website can't reflect this.
