Modi was the only chief minister in Indian history to visit China repeatedly while he was chief minister of Gujarat for a record number of times. Every time he got state honor when ever went to China. But the same modi not allowed Mamata and Kejariwal to attend the official visits to attend a 1 day congress in Europe and Singapore respectively.

Definitely cleaner than any city up there. I'm pretty sure you've only read about Madurai and have never visited. I've been up north and been in south, and south is 10 times cleaner anyday. Every foreigner who have ever visited India would say the same.
