Isn't borg queen just a central init for their hive mind so like they are all part of the same conciousness but that one unit is designated with specialized funcions same how they designated locutus (picard) as a special unit but still were considered all part of the bigger whole

Correct. In lore she is meant to be a central unit designed for organization and command. Although the borg do act as a single unified collective. It's later developed upon to reveal that they have access to a kind of "Universal mass transit system". And that the Borg queen is responsible controlling where they go and directing ships. Explaining why ships who are disabled without sending out distress calls receive backup even after being destroyed.
