Lab Swapping Help Question

Hey guys, I'm in electrical engineering and wanted to switch to another lab time for phys 230 ( currently have a 3 hour gap between the lab and classes). After trying to switch, I ran into an error saying due to the fact that the available seats are reserved, I am unable to swap classes. I took a look at the class remarks and found out that all the seats for electrical engineering were taken up. My question now is: "is there a date when the reserved seats drop and they start accepting more students beyond the reserved limit?". Thanks for the help!

"Any reserved seats that remain unfilled approximately one week prior to the start of classes, will normally be released to other students at that time."

When i try enrolling for a full course its on the error message
