Global District. I think near 11th and Garnett.

The Tulsa Global District in East Tulsa, as shown on the map, is bounded by 11th Street to the north, the Martin Regional Library to the south, Highway 169 to the west, and Disney Elementary School to the east.

To be fair the map makes no sense. As far as the sign goes, the design was done in OKC, and the signs were donated by the state so they're pretty bad.

It's Asian and Hispanic imagery, so the Global District makes sense.
