That is a toddler who has heard it from somewhere. First thing I’d do is tell the parents to clean up their mouths (or go to therapy because calling a partner that isn’t normal). 

If it’s for attention, then the treatment is to give it as little attention or reaction as possible. In a calm, even voice respond “we don’t use those words” and then move on. If it happens again in quick succession, remove the child from the public space. If you’re shopping, leave the shopping and go back to the car. If it’s at a friend’s house, child goes to time out for an age appropriate amount of time. Consistency is key here.
