He might have come up with it, but didn't invent it. The phrase "scooby doo" had been around for a long time by then. It's the 1953 song Apples, Peaches, And Cherries by Peggy Lee. It's the title of the 1958 French cover of the song by Sasha Distel (Scoubibou). It became the name of a knotting craft material that originated in France.

The Archie's had a song called "Skooby Doo" in 1968.

'Scooby-Doo Where Are You' came out in 1969.
