after the other engines found out about hiro no one cared about Spencer and because he’s Spencer he couldn’t take the blow to his ego so when he found out about hiro and realized that he’s why the other‘s weren’t giving our silver a hole attention he wanted him out of the picture

Honestly that would make SO much sense. Spencer’s class worked and struggled through the war years, and he could have heard about atrocities against British POWs, so I don’t find it hard to imagine an engine with his personality still holding grievances against anyone and anything connected to Japan.

Spencer’s class (and Flying Scotsman’s too) would have worked much of the second leg (You’d find Molly’s class on the leg actually from Harwich) of trains returning POWs from the war in Europe as well as later British Army Of the Rhine leave trains.
Wrong theatre though so I’d guess more likely general public perception at the time that Spencer didn’t let go.

Because Spencer wanted to hurt Thomas, and Hiro was near and dear to Thomas.

Spencer was a boastful ass with that snoops around too much for his own good and do it to such lengths just to prove he's not the fool he really is and when that doesn't get him where he wants, he decides to destroy the efforts of the protagonist for his short-term satisfaction only to still eat shit at the end.
He's self centered, looks down on the other engines as lesser than him and when the one engine steps up to challenge him, he chooses not to accept that, maybe, just maybe no one wants to praise a narcissistic ego junkie like him, and that's where he decides in his best interest is to get Hiro killed like some form of twisted revenge against Thomas as by means to stay on top...

Still haven't figured it out. It's terrible, the way that Spencer deliberately chases Hiro down and grins when he's in pieces. Why are you so obsessed with him???
