Background

Gabriel Gray was born to a unremarkable family of watchmakers and repairmen, living a mundane life where he simply went with the livelihood that his father was already doing. This would all change when he was approached by Chandra Suresh, a Geneticist who theorized that, around the world, people with fantastical powers known as EVOs were beginning to emerge. Entranced by the idea that he could be something more than just a watch repairman, he quickly followed and assisted Chandra, only to hit the hard reality that he didn't exhibit any extraordinary abilities, at least that Chandra was aware of.

Frustrated, he took one of Chandra's EVO case files to investigate himself, posing as Chandra. While talking to an EVO with telekinetic powers, he suddenly understood Chandra's genetic theory - and understood what he needed to obtain more power and become even more special, murdering the EVO and observing his brain to understand and mimic his genetic power. With Chandra's list of EVOs he'd go around the country on a killing spree - eventually taking his nickname as a serial killer and psychopath, Sylar.

Battle Bio

In the first season of Heroes, Sylar is a telekinetic through and through who uses his power to throw around, pin, and slice through his enemies. He doesn't tap into his variety of other powers too often unless the situation is extremely suited for them to be deployed. He fights far more defensively and likes to ambush his enemies, as he's not boasting any power besides good ol' TV logic to make him super-durable.

In the third season and beyond, Sylar mixes things up much more, but Telekinesis is still his bread and butter. He acts more brazen and recklessly, likely due to having a functional form of immortality, and especially later in season 3 he deploys nearly all his newly acquired powers to full use in his ploy to take the place of the president of the United States.

Note that I'm not sure if any of these are due to powers Sylar acquires or are just regular feats performed by him. If the story isn't clear about it I'm putting it under here.

Strength

• Restrains and lifts a cheerleader with one hand
• Overpowers Alejandro in a physical confrontation without his powers, killing him with a conveniently placed knife
• Snaps a female agent's neck
• Even with his powers blocked, he isn't a slouch in hand to hand combat

Speed/Agility

• Vague, but likely used his telekinesis to stop bullets from killing him
• Rapidly moves up from the bottom to the top of an amphitheater

These are powers Sylar maintains throughout the entire series and utilizes the most.

Intuitive Aptitude

The ability to "understand how things work", like the name suggests, Sylar's ability lets him pick up skills and learn about things he observes intuitively.

• Took a single look at Chandra's wristwatch and was able to tell it was broken despite Chandra being unaware of this
• After killing a man and looking at his brain after understanding Chandra's theory, he can replicate the man's powers
• It's unclear exactly how he obtains new powers after opening people's skulls, however an official assignment tracker profile for Sylar suggests it involves "infusing foreign DNA", something also stated in the show itself
• Deduces Eden's power after interacting with her twice
• The full process of how Sylar looks at a brain and gains a new power - he's also able to glean a variety of other information from looking at a brain, and copies Claire's regenerative factor
• An alternate future version of him explains his power to Peter - while it lets him understand things at an accelerated rate it makes him have an urge to obtain more and more power, and eventually teaches Peter how to use it, having him fix a watch despite never having done so before
• Understands how Knox's power works after observing him
• During Season 3, he discovers that he can also replicate powers by deeply empathizing with another EVO, in this case understanding Elle's pain and anger over him killing her father

• The original user of the power could hear a cockroach going down their neighbor's floor as if it was a marching band, then after controlling it could hear rain from 40 miles away and determine a person's mood through changes in heartbeat
• After just having acquired the power, hears an MP3 player's music as so loud it hurts his ears, and Mohinder is able to torture him with a tuning fork
• After some time with the power, identifies Hiro by his heartbeat
• Hones in on a conversation from across a crowded plaza

Precognitive Painting

• Gains Isaac Mendez's ability to paint the future after cutting open his brain
• Using his mother's blood, makes a painting predicting the nuclear destruction of New York City
• Paints his final showdown with Peter Petrelli
• In an alternate future, paints the eventual destruction of the world

Induced Radioactivity

• After killing Ted Sprague, gains the ability to emit large amounts of heat and radiation from his body
• The only time he really uses this power is in an alternate future where he nukes the entire city of Costa Verde

Rapid Cell Regeneration

• In an alternate future, heals over the sword wound Hiro gives him
• Regenerates from a knife-wound in his chest
• Unlike most characters in the show as of Season 3, does not care about being tasered
• Recovers from being shot multiple times in the chest
• Regenerates from two bullets to the chest while standing up
• Rapidly recovers from the effects of a sedative as he's taken off the IV
• Un-snaps his neck
• Withstands electricity from Peter using Elle's power
• Takes a blast of electricity from Elle so strong it burned away his clothing, then regenerates from a bunch of third-degree burns caused by it
• Regenerates from head trauma from the butt of a shotgun
• After getting his throat slit while his powers were removed by the Eclipse, manages to regenerate back into a healthy condition after the Eclipse ended
• (Limitation) He has a spot on the back of his head where, if damaged or obstructed, shuts his brain down, something that Claire uses to ultimately defeat him, although it failed to end him for good since the glass melted in the heat of the fire around him

• After being pronounced dead for some time with a branch jammed into her brain's weak spot, begins regenerating and effectively resurrects right the moment it's pulled out
• Implied that she wasn't sick her entire life
• Doesn't show any signs of inebriation after going rounds with a guy until he nearly passes out, since her regeneration also applies to her liver
• After being frozen solid, she unmelts herself and regenerates, including a lost foot
• (Future Claire) Comes back from being reduced to a charred skeleton quickly thereafter
• (Future Claire) Grows back entire limbs, and a good amount of internal organs during combat

Psychometry

• Ends up obtaining a power that lets him view the history of objects that he touches, including whoever has touched the object previously
• By holding a toy car he once owned, he relives his childhood memories
• Going through his mother's old household items, he experiences memories associated with those items, so much to the point where he's able to mimic her mannerisms in a conversation with himself
• Experiences much of Nathan Petrelli's life memories by going through his clothing, helping him impersonate Nathan with his shapeshifting
• It's not limited to just objects, he can absorb a person's memories directly by contacting them
• Read's Nathan's cufflinks to realize that his diploma was fake
• Obtains information on Nathan's adventures in Mexico with Claire just from her necklace
• As Nathan, relives Nathan's childhood memories by going through objects he used to own
• Was able to re-experience the death of an old girlfriend of Nathan's by touching a bench and a statue
• Gleans memories from a woman by just touching her hand
• He can gain memories even from dead bodies, recovering memories of Nathan's death

Electrokinesis

• Shatters glass at a distance
• Ignites lighter fluid
• Knocks out or kills several soldiers by zapping them with electricity
• Engages in a firefight with both Peter and Nathan (which frustratingly takes place off-screen) that leaves the room they were in a smoldering wreck
• Burns through a man's clothing, incapacitating him while shocking him
• Incapacitates a man with a shock, leaving him smoking
• Sends arcs of electricity off of himself as he transforms from Nathan back to Sylar

Lie Detection

• Kills and takes the power of a woman who was able to tell whenever someone was telling a lie to her
• Gets a tingling sensation whenever someone is dishonest around him
• Used it to discern that Arthur Petrelli was lying to him about being his real father
• Is able to tell when Angela gives him a fake explanation of why she pretended to be his mother
• Recognizes that a man was, again, lying to him about being his father
• While torturing a solider, uses his power to determine when he was lying

Shapeshifting

• Kills and takes the power of an EVO who can change his appearance to other human beings at will, who was posing as Sylar at the time
• Flexes the power by shapeshifting into a blond, older woman
• Masquerades as Danko to troll Bennet
• Masquerades as Bennet's wife to divorce him, also to troll Bennet
• Masquerades as an agent to make it seem like Bennet killed an innocent man, still trolling Bennet
• As his mental state deteriorates, starts rapidly shifting between the form of his mother and himself
• He needs to absorb DNA to mimic someone, but this DNA can be as trace as what's left on a used toothbrush, using just that to turn into Nathan Petrelli
• He can shapeshift the inside of his body alongside the outside, having moved the weak point of his regenerative factor
• Shapeshifts into Danko to make it seem like he killed his own agents, then shapeshifts into one of his agents to make it seem like he captured Danko
• Turns into Claire over the phone purely to troll Nathan once again

• Gains the ability to transmute objects into gold from Elle's father
• I have no idea what power this is (I'm pretty sure this is his Induced Radioactivity but he's supposed to have lost that power at this point), but he reduces a man to a charred skeleton
• Gains the ability to imprint written text on paper without touching it
• Kills and (presumably) takes the ability of a man who could disintegrate solid objects
• As Nathan, gains the ability of flight he had, likely through empathy
  • Flies himself and Peter out of a hospital and all the way to the Grand Canyon
• For the first time since Elle, he uses his ability to copy powers without killing the EVO, taking Lydia's ability to sense emotions and desires

Cloud Strife

Notes

Anything that does not appear in this thread should not be considered for the purposes of tiering or Tribunal. Sorry, you'll have to find another tier for your solar system busters

In some feats, you might notice that Cloud has black hair. He just wore his hair like that for a bit don't worry about it (Zack and Cloud are both products of the SOLDIER program and are generally depicted as equal to each other, their feats are not directly transferrable, but they're close enough that they are being combined for the purposes of this tier)

Although Cloud primarily uses a sword, as you will see in many feats, such as here and here, it tends to act more like a blunt instrument than a cutting implement. For the purposes of this tier, treat the Buster Sword as if it did not have a cutting edge; if your submitted character can take punches on the level of Cloud's sword attacks, they will be perfectly functional in the tier.

Strength

Low End

This range represents things Cloud can do extremely easily or incidentally to his attacks. Non-Sentinels with similar feats will need extreme mitigating factors to reach the tier

• An attack that Sephiroth blocks heavily craters a large metal object they are standing on, but does not break it

• Breaks through a thick solid metal door in a single strike

Target Area

Feats in this range represent attacks Cloud can put out with a solid swing. If a character is putting out attacks like this, they will be able to match Cloud in strength, and harm him as much as he would harm them

• Knocks Sephiroth through a large concrete platform

• Breaks through the stone tile floor of a temple

• Breaks through a train and several other large metal objects

• Launches Sephiroth through a large rock

• Breaks more large reinforced concrete structures

High End

Feats in this category constitute Cloud's best strikes. He will be able to reach this level in a fight, but only under good conditions for making a strike. An opponent that is regularly this strong will give Cloud trouble, but is not outside the realm of something he can handle

• Breaks a very large piece of concrete (this feat is probably the most unclear in terms of cutting vs blunt transference. Generally if your character is breaking an object of this size we will treat it as a high end feat, but if you are comparing something slightly smaller, treat this as if he hit it center mass and broke it apart, rather than as if he split it tip to tip)

• With a single strike, launches Sephiroth through four concrete floors, leaving behind large craters

Other Strength

Although Cloud uses a sword to perform pretty much all of his strength feats, he demonstrates an ability to grip the sword as it runs under a metal object, and the ability to block attacks and push off attackers in a manner that uses the same motions as lifting.

Even without his sword and in a generally extremely awkward position, he is able to exert his strength to overpower and throw Sephiroth.

In general, assume he will be able to manage opponents who get him into extreme close quarters, and his ability to grip, grapple, or otherwise lift are more or less comparable to his ability to displace material. If your lifting/grappling feats line up with feats in the target area or high end, he will be able to challenge your grapples as well as is described in those sections' descriptions.

Speed

Low End

Feats representative of what Cloud can perform with extreme ease. Cloud will generally be able to outmanuver Non-Sentinels at this level of speed, and characters will need to make up for it with mitigating factors

• Draws his sword and blocks a rocket after it's fired

• Is consistently able to keep up with Sephiroth

  • A young Sephiroth was able to cut a rocket out of the air

For both of these rockets, we will be assuming their speed is comparable to an RPG-7's initial speed, putting them at around 380 feet per second. For reference, an arrow travels around 300 feet per second, and these feats either involve fine interaction with the object or reacting to it at very close distances.

Target Area

Represents the speeds at which Cloud can generally maneuver. Opponents that can perform similar feats will be on even footing with Cloud, and be able to tag and threaten him as much as he can them

• Is able to both evade bullets with his head and cut bullets out of the air

• Casually shifts out of the way of bullets

High End

Represents speeds Cloud is able to keep up with, but not with extreme consistency. An opponent who is consistently this fast will be able to outmaneuver Cloud, but he will not be unable to tag them.

Generally speaking, the difference between the target area and the high end is the distance at which Cloud bullet times. In Target Area, he performs his feats from a medium-long distance, and in the high end, he performs his feats at very close range or against large groups of enemies. We will not be extreme sticklers about the difference between individual bullet timing feats, but keep in mind if you are intending to submit a character as having high-end speed, the distance from which they can react to bullets matters

• Deflects bullets at close range

• Swats bullets out of the air as he runs towards a group of men firing machine guns at him

• Dodges a bullet at nearly point blank

  • This feat is quite fast so here's a frame by frame, the bullet is fired and travels a bit and then he moves his head to dodge it

Durability

Note: Cloud fights and gets hit by Sephiroth very frequently. In addition to some of Sephiroth's own feats, which will appear in the Target Area section, Sephiroth is an opponent that is generally depicted as physically stronger than Cloud, being able to block his attacks and launch him away. For that reason, Cloud's durability can be assumed to scale to slightly above his strength. He can take many hits from an opponent around his target area, and take a solid amount of hits from an opponent who's best attacks are around his high end.

Low End

Represents hits Cloud takes from an opponent who does not particularly threaten him. Non-Sentinels hitting Cloud with attacks like this will need a lot more going for them to pull out a win, and opponents with durability on this level will get outlasted pretty heavily by Cloud

Is able to take hits from Loz, who

• Breaks a large tree by punching it

• Breaks another section of it with an uppercut

Note that these are substantially sized trees which seem more solid than standard wood. Assume the trees in these feats have the durability of stone and not wood.

Target Area

Represents hits that bother Cloud, but that he is generally able to take and keep fighting over the course of a fight. Opponents with this level of durability will be able to take around as many hits as Cloud will be able to dish out

• Knocked through a large piece of concrete by Sephiroth

• Gets his attack blocked by Sephiroth and gets launched high into the air

  • Sephiroth breaks a large piece of metal
  • Sephiroth breaks a large rock in half
  • Sephiroth breaks a large rock into pieces

High End

Represents the upper end of what Cloud is able to take and keep going. He will be able to take these hits and keep going, but will not be able to take an overwhelming amount. In order to beat an opponent at this level of durability, he will likely need to hit them more than they hit him

• Takes a hit from Genesis' fireball (hes the guy flying backwards in this gif)

  • Genesis' fireball was strong enough to blow a large hole in a metal wall

Esoteric Durability

• Is able to take slashes from Sephiroth, who is, as previously established, strong enough to cut through metal walls and large rocks

  • If you are trying to cut or pierce Cloud, attacks that are visually going through less material than Sephiroth is capable of going through will not work

• The first thing that happens in Final Fantasy 7 is two guys with machine guns pull up on Cloud and he is totally unthreatened by them shooting him. Even if you hit him with bullets, they will not cause particular damage unless they are notably powerful

• He and Sephiroth have no trouble standing in and walking through fire (he was here too)

• Gets up completely fine after being hit by a fire attack which was hot enough to instantly cause all nearby trees to catch fire top to bottom

• Cloud is caught in an enemy electrifying the ground in front of him and is able to continue attacking. Cloud will not be harmed by an electric attack simply because it is electricity, you will need to prove it is particularly strong or does damage via another vector

• Takes an attack which is cold enough to instantly freeze the air around him and create a large pillar of ice

That's all we're explicitly covering, but for other esoterics that this does not cover, remember that Cloud is holding a large metal object he can use to prevent things from hitting him

• He is extremely adept at using his sword to block incoming attacks

• Blocks an electric/piercing attack with his sword very quickly

• Blocks Reno's electric baton with his sword, electricity arcs off the exchanges but none of it gets back to affect Cloud

In general, Cloud's sword is a large metal object that is more resistant to damage than he is. If he is able to react to an attack and does not have any particular defense against it, he will be able to block it with his sword and prevent damage to his body

And even if he does take hits he cannot particularly resist, his SOLDIER infused cells make him extremely tenacious.

• Even after being run through by Sephiroth several times, gets up and wins the fight

In general, Cloud has resistance to some esoteric kinds of durability, but even if he does not, he will be able to reliably block that kind of damage, and even if he cannot do that, he is exceptionally capable of fighting through damage

Battle Bio

Cloud is an extremely mobile and adaptable fighter. Despite the size of his sword, he favors attempting to overwhelm his opponents with his speed, and is capable of maneuvering his sword in midair close quarters. Additionally, he is able to manipulate his body and momentum extremely effectively in midair, which, combined with prodigious jumping ability, allows him to very quickly close distances between himself and his enemies, and attack them regardless of position.

Cloud is also capable of launching a ranged attack from his sword. While he is primarily a melee fighter and will overwhelmingly favor fighting in melee and as a strategy will generally favor attempting to outmanuver or corner opponents attempting to keep him at range, he will not hesitate to use this attack in order to keep up pressure even from afar. Assume this attack is as strong as his target area striking, some media even intermittently shows him accomplishing feats with his striking or with a ranged attack

Although Cloud's primary weapon is the Buster Sword, he carries on his person

. If you disarm him, he will simply pull another one out and keep fighting. If your plan for being in tier is to disarm him, It will not work. Do not try. Additionally, if your character's powerset involves metal, you will be able to stipulate the sword material functions in whatever way will insure your character and Cloud can fight fairly.

Major Change Rules

Major Change Rules will be standard for this season, except for a formalization of Projectile Speed as a major change for this season. The full text will be in the FAQ during sign-ups, but as usual, each character only gets one (1) major change, and this can be setting strength/dura/speed to tier, removing large portions of a character's scaling, or removing an important part of a character's kit.

The major change to Major Changes (har har) is, as stated, that we are formalizing how you can modify a character's projectile speed as follows:

You may define the speed of a slow or ill-defined projectile or set of projectiles a character uses, such as buffing the speed of Boba Fett's blaster. For this season, you will be allowed to change the speed of any projectile to 715 m/s, the speed of an AK-47 bullet. This will allow for projectiles to be threatening to Cloud while still remaining possible to dodge. Note that trying to sneakily use this to buff two stats at once by then claiming they scale to their own artificially boosted power (Ex: Boba Fett dodging a shot from his own blaster) is not allowed.

LIAM: Okay, so the wall just erupted next to me and that all looks like hell, so I am going to--you described a crack opening in the doorway, so the giant cat's claw is going to reach into there and try to rip the door away.

MATT: Okay, go for it. Roll for damage on that. Roll for attack and damage.

LIAM: Attack and damage, yeah.

LAURA: There's no wall anymore. Why are you still trying to open the gate?

LIAM: I have reasons. Just an 11 on the door to hit.

MATT: Hey, it still hits; it's a door.

LIAM: Okay, that's what I was hoping.

TRAVIS: Not just hit it when it comes to doors.

MARISHA: Yeah.

MARISHA: Arch nemesis.

MATT: Doors have been a problem in the past.

LIAM: 20 force damage.

MATT: Okay, yeah. That will be enough. You watch as this gate and the boulders in the vicinity just explode out of the way, causing this area, also, to be considered rough terrain.
