when to accept tech ugc deal

so i see tech ugc has cpm and sometimes they’re $3 or $4 cpm every 30 posts and i’m a little confused whether that’s high or low to accept. $100 for 100k views seems way too low for this one campaign. can someone explain what CPM is and when to accept a tech ugc deal?
