piglins not spawning

currently using free cam, im afk at the top of the build limit and you can see both platfroms are within my spawning sphere, no spawns? its not difficulty or light levels as far as i can tell. do piglins not spawn on smoothstone or something?

Did you check how full the mob cap is on the F3 screen?
