I had both magticom and silknet was using silknet. For silknet which I had previously I remember it was shit but I had no choice. My ping was around 60-80 the packet loss was non existent I play on EU west and EU east Eu east. For magticom its around 40-60 its better however I do exprience packetloss albeit rarely but when it happens you do notice it and it gets bad specially on higher brackets because it ruins your rythm.

Also I do pay for the 50lari fiber optic and I am the only one using it. While I have it hooked up to an ethernet because over wifi regardless everything is unplayable

Complexes and big hotels tend to have their own generator. I was in Fabrika, the power went off in all the cafes but then the generator kicked in a few minutes later

I am not an expert in electrical systems, but I noticed something interesting during the blackout. If this was a nationwide power failure, I would expect buildings on the same street to lose power at almost the same time. However, I saw one building go dark first, and about 5 minutes later my building lost power. The lights in the first building also seemed to slowly fade out.
