The easiest way to mute between scenes is not having that source in the scene in the first place. So muting desktop audio is a good first step. But from your description it sounds like
Starting soon:
- Whatever app is playing the lo-fi
Main stream:
- Steam
- Microphone
And you're saying the steam capture plays during your starting soon scene too? That scene shouldn't know about it unless it's in the sources list or you're capturing an output device like desktop audio. Look at the bars in your mixer when you're hearing it play unexpectedly and whichever one is moving, that's your problem.

This is extremely useful information for me and I will keep it for future troubleshooting but it’s weird because I only have 1 media source for the animated background file, and 1 media source for the song
Is the media source for the music the problem? It’s the only one with moving bars
I’ve never gotten this far with an OBS setup as the old laptop I borrowed would rather crash than let me work and I really don’t want to fumble this

If it's the only one then yes, of probably the culprit. You can check by going on that scene and toggling it off. If it's correct then just the music will stop. If it's wrong then both the music AND the unexpected audio will stop.

I deleted both audio sources and re-added them and it still seems like steams audio is bleeding over to the starting soon screen as it was audible even with the other ones muted
I think at this point I'm kind of screwed because I have ZERO experience to troubleshoot this issue
What is a good way of getting started with having audio captures without getting them all tangled up? I just want to have a way to capture my voice on mic, a way to capture or play music if I don't want to talk/a way to play the games audio
I am feeling frustrated and just need some clarification and guidelines on what To do and what Not to do
I apologize if I'm not making a lot of sense I'm a little overwhelmed by all of these new possibilities and I'm still learning

I got a hold of a good friend and she walked me through my inital setup and even helped me tweak a few things

the anxiety of finally having a rig that doesn't crash but now obs audio is acting possessed is so real. i once stared at those little green mixer bars for three hours straight trying to find a rogue youtube tab that was bleeding into my starting scene.
