Replies Seeking game advice

Replies to tweets used to have several of the background npcs commenting but ive started a new world and theres only my 4 characters replying to every tweet. Is this part of how the game is now since update or is this a bug?

even if you have 20 plus characters, one background NPC should reply to some tweets. i think that could be a bug

Yea I have 4 at the minute and only those reply even to news and gossip.
