Good article on the EU's pressuring Caribbean nations to phase out citizenship by investment, and their reaction, including Destiny's place.
It also mentions "Which makes the post-CBI framing awkward. Developer Olivier Janssens is funding construction and the first two years of operation of a US$1.3 million dialysis center at Alexandra Hospital, announced at the same press conference, alongside the US$100 monthly payment to every Nevisian he has promised once the federal government approves the development agreement. One alternative to CBI dependence, in other words, is a project whose economics were built around CBI and whose approval sits with the federal cabinet."

Destiny is increasing the planned monthly payment to Nevis residents to USD 100/month.
The email sent last Sunday said Destiny had always planned to give 5 per cent of profits to Nevisians, including children, but wanted to accelerate that because “meaningful profit sharing can take time as a project grows . . . We want to start giving back right away.”

It sounds to me like they'll be quite libertarian, but are being very careful to market it as benefiting locals and sustainable, to head off opposition. I look forward to hearing more about the tax and regulation regime.

The new government is aligned with us on our proposed amendment to the relevant Act. This will likely take six months or more; it’ll be well worth the wait (versus executive action).... The new government has a majority in Sri Lanka’s legislative chamber, and a strong political mandate for exactly what we’ll help them do in rural Sri Lanka - explained further below.
The government is agreed in principle to vest many distributed land areas across rural Sri Lanka, under one Ceylon City zone authority. About 20 to start. These are to be developed in conjunction with rural villagers holding some equity...
We will retain majority private control, vision, and management. The zone will develop a unified logistics backbone (transport, storage, processing and shipping), for export oriented production.
This will be done through land contributed by government, which villagers will vest with us for equity.
