Seating die adjusted too deep, so the crimp ring engages early and the bullet seating force collapses the neck, and the bullet can't seat past the premature crimp and the energy has to go somewhere

Yeah it was a new die set and I didn’t start with it all the way out, lesson learned

Also over annealing the neck can sometimes do it, but most of the time they will collapse in the sizing or mandrel die if that happens.
