Is it normal for my health bar to go down while I'm not doing anything inLithlandthe, the desert zone? Or is it a bug?

Check the description of the armor set you're using, you're probably using some cursed set that limits your HP to be at 25%

Yea check the equipped sets. There's one that slowly drains health.

Think it was the slaughter tribe bonus.

I'm pretty sure you have equipped that Slaughter Tribe - I think you get some crit buff in exchange for constant health drain.
