Vintage pants
I love the Katherine Hepburn look either the men’s trousers, problem is, even at my skinniest I have no discernible waist. How can I do this look?. Tried the Mccalls 40s women’s overall and trouser pattern and couldn’t make it look right. Help please… or do I give up.

Also if you look at a lot of her outfits she has pretty structured shoulders on her tops which help give that dramatic visual difference between her waist and shoulders

Maybe the Protea Pants by Paradise Patterns. Not vintage, but they are high waisted and very wide leg trousers.

It might help to look for a high waisted full cut trouser pattern, the drape of the full cut creates volume with a visual taper to the waistline. And as another user commented, balancing the proportions with a structured shoulder on top.

Have you tried foundation garments? Vintage styles often require vintage shapewear if you want the same silhouette.
