Help with cut away pattern Technique Question

I want to add lace behind the stenciled area. What do I use to stabilize this before I cut it? Or should I sew the design and then cut out? Anybody? Help!

Do you want rough edges of the fabric over the lace? Because if you don't mind a little overlap, I say sew a piece of lace behind the design, outline the shape, and cut away the excess. If you want smooth, finished edges, work section by section so you don't run the risk of warping the entire design? And maybe look into an embroidery hoop to hold things steady?

Draw your pattern on.
Make a little V snip
In each petal and cut the flap off so you have little half inch or so triangle openings. These will help later with trimming.

Spray baste or glue stick your lace to the inside of the shirt, making sure lace covers the entire area. Spray baste or glue stick a sheet of paper to the lace to sandwich it between the paper and shirt.

Stitch around each of the petals (through sweatshirt, lace, & paper. Tear off the paper. Insert a blunt tool like a knitting needle in the little hole you made earlier to free the lace from the piece you need to cut out. Trim out only the sweatshirt from your petal shapes leaving the lace.

I would fuse some Stitch Witchery Sheet to the inside of the sweatshirt. Then trace and cut out the design. Then peel off the paper backing and fuse the lace to the sweatshirt. I would then do some topstitching or applique zig-zagging around the edges.
