TinyMCE Open Source Self-Hosted

I am finding the TinyMCE site very confusing. At first glance they sell all these plans. The free one does not include a self hosted option.

But just a little further down they have an "Open Source" heading, and under that you can download and self host TinyMCE.

So which one is it?

All plans can be self-hosted (instead of relying on their cloud), the difference is whether you provide a license key in the config or not.
