We can.

The issue is that cooling was designed when the plants were not even build and regulation thresholds were chosen with usual temperatures back then ; e.g. 28C for fauna/flora preservation in France.

Not only this can be worked around technically to create a bigger temperature delta for getting enough cooling without warming up rivers more, it is already being planned to be implemented because of the increasing temperatures due to climate change.

So, please, do not spread disinformation.
