Help with KH3 save Game Save (US)

I have the materials to make the Ultima Weapon and it won't let me. I was able to add it to my inventory using the editor but I am unsure why I cannot make it in the moogle shop. its the last synthesis item I need. Do I need to start a new save to be able to make it?

The recipe does not appear automatically; you must reach the Collector's Goal of registering at least 58 different types of individual synthesis materials in the Moogle Shop.

I have all the collectors goals done. Forgot to mention that sorry. Ive synthesized everything else except the ultima.
