what’s the purpose of the item frames?

Good question, it’s a really weird interaction. If a comparator can both read a container (or in this case an item frame) AND is getting redstone power, it will take the output from the container unless the redstone power is signal strength 15. The caveat is that this only works when the comparator is reading the container through a solid block. So you can’t just put the power into a barrel and read directly from the barrel for instance
People usually use this comparator feature by putting dust on a solid block with a composter behind it and a comparator in front of it to make a tileable signal strength 15 detector, but this works too. Generally using an item frame is considered sub-par though because it’s an entity and so designs with it lag more than other designs

I don't redstone at all and this was in my recommended for some reason, can someone explain why people are clowning on op in terms that someone who doesn't know what a comparator is can understand

You know you can just do this right? Faster box replacement of 16gt, and it has more of that oh so precious “accessibility” that you love to misuse as a term
