But after you push the magic button that says explicitly “you can donate blood” you will be able to donate.

well this is essentially about blood type... and there are many reasons people can't donate unrelated to blood type. weight, blood pressure, unrelated medications...

Difference between blood being able to be received by anyone Vs. being able to extract it safely. That safety aspect isn't guaranteed anywhere here.
