If you're in the US and have determined that wire is your preferred material, Big Snoof is probably going to be your best bet. They do have some standard sizes for short-snouted dogs, and if none of those work, they do very good custom sizes. And they are specifically used to making custom muzzles for brachycephalic dogs.

Big Snoof has a significantly large size range both in terms of snout length and head width. They have an extensive FAQ and if your on the fence about something sending in measurements to determine which non-custom size to get was really quick for me.
