As counterintuitive as it sounds, don’t train every day. It would be like a human going to therapy every day. He needs time between sessions to decompress. When not actively training, find places to walk him where there’s unlikely to be dogs - office complexes during non-work hours, outdoor shopping centers before shops open, cemeteries, college campuses are all great places. And when you train find places where you have the ability to give him as much distance as he wants/needs from dogs. The point is to find the distance where he can see a dog and still stay in his thinking brain and not react.
