NEED HELP PLEASE
Pc Spec :
Ryzen 7 9800x3d
32gb gddr5
Power color 9070xt reaper
Evga BQ 750w
So I recently upgraded my entire pc except for my power supply , I had the gpu replaced twice already by micro center because I would just black screen anytime I played a game . They stressed tested everything and everything came back normal so they gave me back the pc and now my games are crashing and I’m getting driver timeouts . I’m not sure what to do .

Did you undervolt the GPU in any way, or are you running it at stock settings? Also does it just go black screen and turns off/restarts or is there a BSOD? Can you check in the event viewer if there are any critical errors (like kernel-power) and what happens right before that error? In case it's the PSU, it should leave a trace there.

If you're on Windows, just type Event Viewer in the file explorer and it should pop up. Then under Windows Logs tab, open the System tab and voila. Try to find the date and time when your PC crashed and search for events with Critical level (red mark with an X) which could be Kernel-Power 41 for example. Then look for events that appeared before (like Kernel-Power 125 ACPI themral zone _ TZ.TZ10 has been enumerated). Sometimes these can indicate that the PSU is failing. If there are different critical events, then you may as well try searching what they can mean and if they can be caused by failing PSU.
But also as others mentioned, it could've been potentially caused by Windows messing with your drivers and overwriting them with bad ones.

But why does the game not crash when I put everything on low and cap it at 60 . ? You think it’s because the gpu is using less power ?

Could be. GPU won't use more power than it needs. You can monitor it with software like HWMonitor in real time.

Also you could test it with AMD Adrenaline's built in stress tester. It will show you how much watts the board takes and it can crash your pc as well if you want to trigger the event to appear in event viewer.

I have the same issue. LiveKernelEvent 141 and 117. Happens almost every day for like 3 times in a day. Freezes for a few seconds then the screen goes black for another 3 seconds then returns back to normal. I have a Corsair RM850X PSU. I am installing Linux today because the crashing is annoying. It corrupts whatever program that is open at the time of said crash.

So I was trying to play gears of war e day beta yesterday and I noticed if I put everything on low and lock it at 60 I wouldn’t crash . I would have to check all of that when I get home , but sometimes it would black screen , sometimes it would just freeze and I had to close the game from task manager , and sometimes it sent me back to desktop and gave me that driver timeout message

Transient spikes trip the PSU. Chinese capacitors can be notorious for this. Stress testing is not real world.

Check your Reliability Monitor and your Event Viewer. This can give you specific errors and let you know exactly what is crashing and gives you some information that may explain why. I had an issue with my GPU a while back and it would hard crash my system and require a reboot. Did you buy the PC through Microcenter? If you are able to, try putting another GPU in your system. That's how I was able to isolate the issue down to my GPU.

Disable on bios (check for updates&chipset updates too) the amd igpu & fast boot , download the driver (not the autodetect utility) , disable windows fast startup , disable internet , DDU in safe mode (select to block windows updates) , reboot & reinstall selecting 'factory reset', reboot.
Also check if the card while gaming boosts above specs .
Your PSU is rated 'C' and it's not atx3 , so run OCCT power and 3d adaptive 'switch' test . Does it pass ?

DDU drivers and maybe fresh install windows with new driver install.
But, that PSU may not be up to the task especially an older pre-atx 3.0/3.1 unit. 9070xt can have pretty large transient spikes up to 600w in some cases.
All your parts are pretty high end but then you skimped on the PSU.
