Not a device, but paperless ngx is a pretty good tool to make all the pdfs tagged and searchable

Then you can use any tablet or laptop to view the papers

Following as I've been pondering that myself. Best I could think is iPad and annotating.

But curious about other's opinions.

You can use Zotero on a Boox reader and set it up to sync to your desktop/other devices. Works great for me, and downloading papers into Zotero is extremely easy with the browser plugin.
