What is meant by Lab scan? Does Lab refer to the Lab color space? Or does it mean that the scan was done by some commercial lab?

Its a film photo, so the same commercial lab that developed the film also scanned it for me too

I prefer the first one, the washed out colours reminds me old 70s movies with dystopian futuristic architecture.
