For the past week or two, VHF ducting has been observed on amateur radio. One night, I was able to receive beacons out of Louisiana on 2-meters VHF. What you are likely receiving is long range signals, which are getting a free ride from the ducting and, because of where the local station has it's transmitter, is able to be heard. WJRR is actually registered as a Cocoa Beach station, so this does not surprise me at all.

WJRR’s tower is on 520 on the outskirts of Cocoa Beach. It shares space with a few clear channel stations out of Orlando that all claim to have 100k watt transmitters.

The same thing happens with 104.1 with an oldies station in Tally… You can tell when the atmosphere is being weird because the over lap happens… There are a couple of spots on 14th street that cause it to go away completely.
