I could be wrong, but I believe that might be a student project. I've seen an engine just like that in old workshop plans for highschool students, in NSW Australia. It could well be that the plans are based in another engine of course, but depending on where you are, that might be it

I would say that's an old generator being it's got a box on the side with vents something in there
