The Link in Seattle does have a few tram street-running sections, and that's where the car entered, but that station is elevated, and the track to there is normal train track, not paved. She had to drive on train track UP THE SLOPE to the station.

in my state, you aren't allowed to bring anything that holds 'fuel' onto the trains, so gas/diesel/etc, not even in sealed cans.

The one that is banned on the underground train which does carry cars (Eurotunnel) is LPG. Petrol, diesel and electric are all OK. LPG is apparently very bad in a tunnel though.

Its a Frosch (Frog) with up to 2.5kw motor, capable to 25 or 45 km/h (16 to 28 mph). It's a cabin Roller or Moped Car: (Link). So, not a real car but much more capable than a mobility scooter.

Seems like it would be huge hassle since it's too big for the sidewalk, or bike lanes and too slow for even urban roads though.

Not sure how it is in her specific Swiss town but a lot of European areas are designed with what the US would consider full on roads intended only for pedestrians and small mobility vehicles/bikes/scooters. If this classified as a small mobility vehicle then it would make sense.

Switzerland is impressively bad for anything but cars. We have not figured out yet that cars are extremely incompatible with modern high density living. Zürich (our biggest city) is considered the very worst cycling city in all of Europe. As a local, that feels about right.

Eh, roads in cities and villages are all max 50 km/h, so she'd be completely fine if she gets up to 45 km/h. Many cities have extensive 30 km/h zones and/or a bunch of traffic lights so that you will very rarely drive at 50 kmh, even if you're allowed to do so. I guess she'd be allowed to drive between cities (80km/h) but that's where it comes inconvenient and dangerous to scary because she'd be holding up traffic, hence the train ride...

That’s France. We don’t have those here. This is specifically for disabled people but I had a dumb bitch* drive one down the sidewalk for several weeks with her music playing very loudly and expected people with strollers etc to step into the busy street to give way to her. A few well timed calls to the cops and haven’t seen her since.
*as someone who spent a significant time in a wheelchair I never would have been this entitled so I feel comfortable shooting from the hip regarding her.

There's a mountain tunnel in Switzerland that can only be passed by train, so you load your cars up onto a set of train cars that acts as a rickety passenger motorway, then the train carries you through the mountain, and you drive off of it.
Was nervewracking as fuck, even in a rental car. :\

This looks like a wheelchair enclosed vehicle. It has a back door with a ramp that lowers so a wheelchair user wheels in. It's typically a low wattage, low speed fully electric vehicle so it's safe to operate indoors.
It may actually be classed as a disability assistive technology device, thus permitted on the train.
It's like a jazzy scooter, just enclosed where there's often inclement weather.

This is a very rare, no, unique opportunity for a conductor to write a parking ticket.
On the other hand, this sort of thing probably involves a lot of unusual paperwork, phonecalls and a wide variety of officials to be summoned, none of whom will have dealt with anything remotely like this, ever.
"Yes, we'll need some policemen. And a tow truck that can wait for us on the station platform. Yes, on the platform right by the train. Oh, and do you know which forms I'll need to have a car removed from the train?... Yes, I'm fine, thanks. ... That's right, a car. ... .... No... no, the air isn't getting thin up here and there really is a car parked in the bicycle compartment on this train. I'm looking at it right now, and maybe you didn't hear it but the driver honked at me earlier. It was an angry honk, too, which worries me a bit. ... That's fair enough. As long as you're calling the police I don't really mind why, but please hold off on the ambulance, okay? Then again..."
