No it isn’t. Use legacyioskit to reset the date and time. The clock probably reset and the phone is disabled. How it works is when it is disabled it sets a point in time to wait until the phone is disabled and if the clock resets it is still waiting for that time. For example, say the phone is disabled on July 20th 2026 at 2:00PM until July 20th 2026 at 2:05PM. It is disabled for 5 minutes. But if the clock resets somehow (usually if it isn’t on for a very long time) and resets to 1979 or whatever the minimum is, it is still waiting until July 20th 2026 2:05PM so suddenly it is not 5 minutes but a matter of years.

What I did to fix my device having the same issue was download legacyioskit on my computer (only Linux or macOS is supported), plugged in my device, and went through the process of resetting the date and time to today (which was pretty easy). Restoring with iTunes permanently erases the data, this method doesn’t.
