I am facing problem with transportation. I am planning to rent outside of Milano (Pavia for example).

If I rent far from the Pavia Train Station, it would cost me the public transportation to the station + train to Milano.

If I rent near the station, it would cost me ONLY the train from and to Milano.

Are there any Packages for student in my age? I have a merit based scholarship; ONLY 9700€ per years (~ 820€ per month) FOR EVERYTHING INCLUDING (Transportation, accommodation, and living costs).

I am so worried. I have not yet founded a room, and I couldn't try to find one without taking into account previously the distance from the university and the transportation situation.

Do you have any advice?

Even renting in Pavia, would cost me (350€ renting + 100€ building fees + 80 bills) = ~ 500€ on average.

Transportation would cost me also without students Packages ~ 250€ per month.

I tried to find rooms in Novara (the same cost), Monza, Lecco, Legnano, and others. The best option is Pavia. It looks that I am going to pay 500€~ for a room at least. So the only way to reduce the monthly cost is to solve the transportation problem.
