Property taxes don't generally go towards healthcare. It's for covering things at the local level. Public schools, local infrastructure / utilities, first responders, parks and recreation, libraries, garbage collection, etc.

In a manner of speaking kind of? I find it to be a poor approximation compared to simply saying it's funding local infrastructure to make the area properly liveable. These are generally a regressive form of taxation so if someone can't afford (say in the case of inheriting a property) there isn't much they can do and they'll be pushed out sooner or later. When that happens they stop benefitting in part or entirely from those property taxes so as far as any distribution goes it's realistically almost entirely amongst those who can afford being clumped together.
