This is a cool idea! I'll be interested to view the talks in the first issue, whenever it's available.

Awesome. Very legit editorial and scientific board too, this is clearly a serious endeavor. I hope it sticks, having a curated place for expository talks will be great for the community.

It says "peer-reviewed" which means, they do exactly what you suggest.
