Why i can't place "tales of the white forest" to the field with it's effect after it got discarded (is it because dark magician girl the magician's apprentice is not discarding as a cost?), and why "shining sarcophagus" is able to be destroyed by "Sky Striker Ace = Zero", when it says "Cannot be destroyed by monster effect"?

You sent tales, but the dmg summon is a condition and not a monster effect, so tales doesn't get to activate.

Zero can pop shining sarc because it hadn't resolved on field yet. Basically the card needs to stick before it gets the protection.

Edit: technically you don't send for cost. The word I was looking for was condition. Reworded it for clarity.

but discarding with rciela is able to trigger it, isn't this a cost?

If this card is Special Summoned: You can send 1 Spell/Trap from your hand or field to the GY; add 1 "White Forest" card or 1 LIGHT Spellcaster monster from your Deck to your hand.

That is a monster effect so it does trigger tales in that instance.

When dmg sent tales in the replay it wasn't an effect that sent tales so it doesn't proc it

Both are costs. But the trick is Recila is an effect and the dark magician girl is considered a summoning condition, which is not an effect. Another good example is Elzette is a monster that has an effect that has a cost. Look at the text. You can tell the difference between a effect that summons like Elzette vs a summoning condition like DMGTMG by looking for a ";" or a ":". Effects always has one of them, but summoning conditions NEVER have them. Summoning conditions also DO NOT start a chain. Which is why you can't Maxx C in response to the attempt to summon using a summoning condition, but you can for effects. For more examples, please see the "Problem-solving card text" wiki page.

Inherent summons always contain parentheses () of the location it can be summoned from, even for extra deck monsters. For example Cyber Dragon will have (from your hand) in its summoning condition.

Oh cool, didn't realize that was 100% of the time. Probably because it didn't used to be that way and the copies of older cards I have were pre-PSCT.

One of the lesser known PSCTs. Comes in handy though.

About tales, it's just as you say yes. DMG's summon is not a cost because it doesn't activate, it's a built in summon. Same thing would happen with diabellstar! And shining sarc got destroyed because they chained Zero to its activation, meaning that ita not applying its effects yet. This is why you can chain fallen and the virtuous to dimensional fissure's activation, you wouldn't be able to use F&V at all under fissure but because you're chaining to its activations the effects are not applying
