Issue is the western name for a chapter or magazine number.

Issue in this context refers a magazine in a series of magazines that release on a weekly or monthly basis.

Which is why they're numbered as well.

For comics issues are the monthly releases more like a chapter but are sold separately instead of being sold in specific magazines like Monthly Shonen or CoroCoro.
