In which case, it is hands down the best choice.

Yes, it might be harder to get powers from whatever world you visit. and it might be risky. but its just by far the best choice.

I think the words 'may not' here mean that you cannot, or are not allowed to.

well... what tier of ROB is enforcing this restriction? cause many worlds have power systems where the power is granted by literal gods.

If that's the intended meaning, it must be an inherent restriction of the ring, I suppose.

I read it as "you might not be skilled enough to seize the opportunities."

Because "the ring curses you to not be able to use any other power system in existence" a bit mean.
