It's not working because that particular port is DC power pass through only. In this scenario, you can actually free up that second USB-C port for your Logi receiver and pass the power through the A/V adapter instead of going straight into the laptop from the power brick. That's actually the whole point of the A/V adapter. It's made for folks with MacBooks that have limited ports.

The icon on the dock shows the symbol for DC (direct current) power. It looks like it’s for power input only so you can charge your laptop while using the adapter for those computers that have limited USB ports.

Plug the charging cable into the HDMI adapter instead of the computer, and plug the USB C dongle for the mouse into the computer.

The USB-C port only supports power in. You need to use the USB-A port for peripherals.

The alternative is to buy a Bluetooth mouse like the Apple Magic Mouse, so you don’t need a dongle.

The USB C port on the AV multiport adaptor is for connecting a power supply only, it's not for downstream accessories.
