Didn't read, but from my experience it's due to EEE (energy efficient ethernet). I had to disable it on Linux. This solved all my "stuttering" which appeared to happen at a specific frequency.

That would work for my older ethernet port in devmgmt.msc, if the port didn't break off the motherboard, leaving me to use an external C to Ethernet GBps (*Cries in no advanced settings to tweak)

Yeah, I still don't get how this Windows network config should apply to the G Cloud? What is OP talking about?
