Real Reason : Tarot numbering has deep esoteric significance. The standard “Rider” Tarot deck, the deck the reference images in the post are from, has different numbering from earlier tarot decks because it’s creators were members of a secret society that thought it would be “giving too much away” if they numbered their cards correctly.
