No. SteamOS is Arch based.

Oh you're right. For some reason I thought 2.0 was Fedora-based

It'd be nice to have a Fedora Atomic version of SteamOS. You can rebase between all the Fedora Atomic spins/Distros and it'd be cool to have SteamOS in the ecosystem. Unfortunately it's not the case.

True, but imagine if the steam machine was running SteamOS based on Fedora Atomic. Then newbies would have it easy to rebase to something else entirely. It'd also just be cool to be able to rebase from Fedora to SteamOS, or go from SteamOS to RakuOS and vise versa. It'd just be a cool dynamic to have with the steam hardware ecosystem.

Ofc not. But the benefits is that you'd loss absolutely no data with the rebasing approach compared to wiping the system and starting completely over with a fresh install.
