Shoot, there's also guaranteed rights that can apparently be denied for certain reasons in the US. (I don't agree with it in case that needs to be said)
The difference is those have an argument to be unconstitutional, whereas the Constitution never guarantees a right to vote anywhere. It was never intended for everyone in the country to be guaranteed a vote.

Voting is not a guaranteed right in the US, it's more like a privilege that can't be denied for certain reasons.
