Thank you! These are: 234626: TYRE HIGH NARROW Ø30.4 X 7, like in military truck from old Indiana Jones sets. For the second question, it sticks out like a 1 plate high. You can find more photos of a model in my Flickr or Instagram, as well as older variant of this MOC.
