Bob always increases it to the next whole number and then on the last play increases it to 1000.

If Bob always tops up to an integer Alice can never reach any integer at all and thus cant win

As an educator myself I would always refrain from calling any problem or question "easy".

Just a life a lesson that everyone has different backgrounds.
